President Beyer called the regular monthly meeting to Order at 6:00 pm. The Open Meeting Statement was read. Board members present were, M Fraizer, J Beyer, R Beyer, G Schoen, J Handschke, M Ebert others Present were, Ambulance Director Werth, Assistant director Schultz, Fire Chief J Smith, assistant fire chief Weed and Secretary Zirbel. No Public present.

Fire Chief Report was given by Fire chief Smith. The department would like to say Thank You to Kolbe and Kolbe for their donation of 6600.00. Smith stated that pictures of the new Tender are on a site from Marion Body for the department to be able to monitor the progress of the truck. No final inspection or price has been given yet. The new cylinders from Alex Air have arrived and are in service but they are still waiting on the RIT pack. Once everything is received the remaining Scott SCBA equipment will be delivered to Grant FD. The town of Grant purchased the departments used equipment for 6,000. The FEMA deposit will be deposited within the next few days to make the final payment. New Structural/Extrication gloves, Pagers-Batteries have been purchased from the donations account. The department is looking into purchasing a few more items with the donation funds. Fire Chief Smith is also looking into an Explorer program and will have more information on this at our August meeting.
There have been 6 calls since last month’s meeting bringing the total for 2022 to 67. 2021 ended with 101 calls. Current response time for our coverage area is 7.94 minutes and 29.15 minutes for MABAS, total for all calls is 12.01
Ambulance report given by Director Werth. The Ambulance department worked at the Manawa Rodeo again this year. Director Werth stated that this was busier than previous years. Werth also stated that the FAPS funding should be here soon, there is no set amount yet. Werth applied for an EMS Flex Grant in the amount of 84,000 with 50,000 to be use toward employee wages and 34,000 toward operating expenses. Werth stated that with the new Law put into action by President Biden Life Quest can no longer report outstanding medical bills to the credit bureau.
Total ambulance runs for June were 47 bringing the current year runs to 247.

Budget review was discussed and there are a few concerns with the Ambulance. With the rising cost of fuel, supplies and employee wages the budget is being used faster than anticipated. There was discussion and how to recuperate some of this. Board president Beyer asked about changes to the current BLS and ALS rates along with a fuel surcharge. Director Werth will be looking into this and more information will be given at our meeting in August.
New Business: Board President Beyer presented Bank rates from both Premier Community Bank and First State Bank in Manawa. Premier Bank offered the best rate. The board voted to use Premier as the financial institution for the financing of the new Tender. The Interest rate/term that was voted on is 3.30% with 5year renewable balloon /15yr amort. Approximate payment will be 35,955.00 a year with no early payoff penalty. The current rescue vehicle and new Truck will be used as collateral. A motion was made by Handschke with a second by R Beyer to authorize the Board President to accept the financing proposal from Premier Community Bank, and to sign papers as required when invoices are received from the fire truck builder, Marion Body. Motion carried 9/0.
Also discussed in new business was a meeting that took place at the town of Dale Fire department. Ebert stated that there was a meeting to discuss any concerns that local fire departments may have. Ebert voiced his concern about the rising number of hours that are required by the state to become a volunteer firefighter. Our members were not aware of this meeting. There will be another meeting like this one that will take place in October. Ebert will keep the department updated on the location and time of this meeting.
Internal Audit: The Internal audit will take place in August with committee members being Jackie Beyer, Rod Beyer and Mary Eck with alternate Jim Roenz.

Fire Chief Report was given by Fire chief Smith. Congratulations to member Cody Eggleston on passing his FF Certification Practical exam. Chief Smith stated that the Chassis is in for the new tender and updated pictures show the body has been put on the chassis. There have been no new updates on the brush truck. Smith said the newest update from Alex Air/Draeger on the cylinders are that they are made and at Draeger to get the valves installed. Smith talked about the latest storm on June 15th and stated they responded to numerous weather-related calls.
Financing for the new Chassis/ Brush Truck was discussed. A motion was made to move ahead with financing with Premier community bank and First state bank to pursue the best quote. Eck/Beyer 9/0
There have been 18 calls since last month’s meeting bringing the total for 2022 to 60. 2021 ended with 101 calls. Current response time for our coverage area is 7.57 minutes and 28.04 minutes for MABAS, total for all calls is 11.54
Ambulance report given by Director Werth. The Ambulance department will be assisting at the Manawa Rodeo June 30th July 1st and 2nd. Werth also talked about the Flex grant funding he will be applying for; the department can apply for up to 50,000. If granted this can be used for equipment replacement. Werth talked about the rising cost of supplies and trainings.
Total ambulance runs for May were 41 bringing the current year runs to 205.

New Business President Beyer stated that at our meeting in July there will need to be a Year-to-date budget review and a date will be set for the internal audit.

Fire Chief Report was given by Fire chief Smith. Welcome new member Melissa Iverson who is already entry level status. Member Cody Eggleston will be taking his State FF certification on May 22nd. The Department received a $1000 grant from United Co-op This Grant will be used to purchase new gloves. Alex Air/Draeger still has no date on when we will be receiving the remaining items of the new SCBA’s. Chief Smith gave an update on the new truck. The Chassis arrived in Green Bay and will be in Marion Next week. The Tender will possibly be here by the end of June.
There have been 7 calls since last month’s meeting bringing the total for 2022 to 41. 2021 ended with 101 calls. Current response time for our coverage area is 7.57 minutes and 28.04 minutes for MABAS, total for all calls is 11.54
Ambulance report given by Director Werth. Werth has signed the 2-year Contract with Emsar for the cot Maintenance. Werth stated that there is a shortage in saline and when it is found it has doubled in cost from $35 to $70. He said it is predicted to reach $140.00 The department is looking into a possible fundraiser this coming fall. Werth is still working with the vendor on the copiers.
Total ambulance runs for April were 37 bringing the current year runs to 156.

New Business J Handschke said that the extra money that the board asked for from the municipalities was rejected from his township. All other townships have also rejected this. The money was a grant that the Municipalities received from the state. J Beyer had suggested that the reps ask their township to consider donating an extra quarterly assessment to each department. Handschke and Beyer stated that with rising costs the townships are unable to afford this.

Approval of new Fire Chief. Josh Smith was approved as the new fire chief and will be added to the First state bank donation account as a signer. Smith introduced the following officers and their new positions. Assistant Fire Chief Nick Weed, 2nd LT Mike Nash, 1st LT Sam Ziebell, and 2nd Engineer Florian Rosera. A letter of Retirement was received from former 1st Engineer Jeff Tomaro.
Nominations for new Vice President were opened. Jeff Handschke Nominated Mary Eck there was a second by G Schoen. Eck accepted nomination. No other nominations were made. Motion made by Schoen/Ebert. Mary Eck new Vice President. 7/0

Fire Chief Report was given by Fire chief Smith. There have been 3 new members to the department. Welcome Clay Stuepfert, Kelly Weed and Adam Iverson. Calendar raffle drawing has started and will continue everyday via Facebook live at 6:00pm until April 30th. All 1000 tickets were accounted for. The Pancake breakfast was held on April 24th. This year’s events was moved last minute back to the fire department due to the predicted weather forecast. It was held as a drive through event and about 550 were served. Thank You to everyone who came. A grant was received from united Coop in the amount of $1000.00 this money will be used toward new gloves for the department. The department had a there 2% dues audit and the grading results came back as compliant and high remarks were given on how the department operates. Alex Air came in on April 8th and helped put the new pack in service. The new bottles that were to be received last month have not yet come in and there is no estimated time of delivery. The borrowed bottles meet all the specifications and are being used for now.
There have been 12 calls since last month’s meeting bringing the total for 2022 to 36. 2021 ended with 101 calls. Current response time for our coverage area is 8.07 minutes and 27.05 minutes for MABAS, total for all calls is 11.33
Ambulance report given by Director Werth. Werth announced that the Governor signed into law the Medicaid funding. There was 30 million out into FAPS funding for grants with this new law. This is a one-time deal. Director Werth said he will be meeting with all the town clerks to get the updated numbers for funding purposes. There has been one accepted resignation in the department. There is a recall in the power steering in rig # 826. This will be taken care of as soon as the parts are available. There are no current issues with the power steering. Director Werth asked for Permission to sign a contract with Emsar for the cot maintenance. This would be a 2-year contract and would cost a $1000 a year. They would come in once a year for both cots, the stair chairs and cot fasteners. They will also come in any emergency need. A motion was made by Handschke to move forward with the contract and seconded by Schoen. Carried 7/0.
Total ambulance runs for March were 25 bringing the current year runs to 120.

New Business: Next month the new fire chief will be sworn in. Handschke asked that the fire department come up with a list of any possible maintenance needs within the next few months.

President Beyer called the regular monthly meeting to Order at 6:00 pm. The Open Meeting Statement was read. Public comment. Mark Craig a current firefighter brought up his concern of currently not having a fire chief. Assistant Fire Chief Smith is filling in until a new Chief is appointed at the April Meeting. It was also discussed as to what it takes to be a fire chief and who would qualify for the position. Smith stated that there a certain classes that would need to be completed to become a Chief and that there are a couple on the department that have most of those classes. The department will vote on a new a new chief at there monthly meeting in April and that will be presented to the board for Approval on April 26th 2022.
Fire Chief Report was given by assistant chief Smith. He stated that one member has passed his Hazmat Exam bringing him one step closer to state certification. Calendar raffle is going well. 877 tickets have been sold at this time. The Drawings will take place every day in April at 6pm via Facebook live. Pancake breakfast will be held on April 24th at the High School parking lot. This will be held as a drive through event again this year. The new fuel cards were received, and Smith will work on getting them in service this week. Smith updated on the United coop grant, he stated that they couldn’t match our federal ID number to a 501c3 organization. He said they will be in touch with him next week to direct him on how to proceed. This grant would be used to purchase new structural and extrication gloves. The Fire programs update was completed last week and ready to be used. Alex Air/Draeger came in and gave another training on the SCBA packs and answered a couple of questions the membership had on the “Buddy Breathing” feature. The new air bottles that the department is waiting on should be delivered next week. They will bring them down and offer another training on the packs and if the department feels comfortable with them, they will assist on getting them in the trucks. 2% Dues have been completed this year for all the Townships.
There have been 4 calls since last month’s meeting bringing the total for 2022 to 24. 2021 ended with 101 calls. Current response time for our coverage area is 8.37 minutes and 27.34 minutes for MABAS, total for all calls is 12.87 minutes.
Ambulance report given by Director Werth. A bracket was replaced on rig 826. Director Werth will also talked about the Medicaid write off. If this is approved by our Senator, it would bring about 50% back to the Department.
Total ambulance runs for February were 36 bringing the current year runs to 83.

New Business Board president Beyer talked about the Recovery fund account the was given to the townships. She asked that each town rep go back to their municipalities and ask the to consider giving to both Fire and Ambulance department. She suggested that each give the amount of one quarter worth of assessments.

Ambulance report given by Director Werth. The Ambulance will be at Bear Lake for the Snodeo for a short time this year. Director Werth also stated that there was an 78% increase in Medicare funding. There are a few small issues on rig #827 that they are currently monitoring and will be fixed if they are needed.
Current Runs for January 2022 were 34. Current runs for 2022 are 41.

Fire Chief Report was given by assistant chief Smith. Smith announced that following the A&B training of FF1 class, that all personnel are now able to be used on the fire grounds without limitations. The calendar raffle is going well, and the department has collected 448 tickets at this time. The drawings will be held everyday in April and will be done via Facebook live. You can purchase tickets from any of your local firefighters or at any of the following businesses Smith Steak house, Keglers, Steve and Michelle’s Midtown, Hello beautiful, Triple O supper club and Union Still. The Pancake breakfast will be held on April 24th as a drive through event at the Manawa High school. The new hose bed covers have arrived and were installed on 981 & 982. New drop tank was also placed on 982. The department will be receiving a donation from United Coop. A grant was submitted in the amount $4032.00 to purchase new firefighting and extrication gloves. It is unknow the exact amount that will be received. New SCBA training has started, and members have been coming in weekly to practice on the new packs. The department is looking to setup another in person training with Draeger at the beginning of the March.

Members along with the following businesses (Smith Steak House, Keglers, Steve & Michelle’s Midtown, Hello Beautiful, Triple O, and Union Still) will have them for sale. The annual pancake breakfast will be held as a drive through event at the high school on April 24th, 2022. The new gas card WEX application has been sent in just waiting to hear back if they need anything else. The department did their annual internal audit, there was one entry found in the amount of .05 cents it was corrected. The audit was done by Captain Lettau and FF Rosera. New hose bed tarps have been ordered for 981 & 982 the money to pay for these will come out of the fund-raising account. The Department has applied for the FEMA grant again for the fire extinguisher training prop the amount would be $31,467.00 and the departments share would be $1,498.43 that would come out of the fund-raising money. The reporting software is getting updated, we are currently training on it. They would like to be live by February but there are a few issues that need to be figured out first so it will most likely be after that. All inspections for 2021 are completed. New SCBA training is starting on 1/19/2022. 2% dues paperwork is out and will need to be completed by March 31st 2022 for all municipalities. There is a new porta tank that was ordered on an insurance claim after a New London fire.
There have been 8 calls since last month’s meeting bringing the total for 2022 to 18. 2021 ended with 101 calls. Current response time for our coverage area is 8.08 minutes and 31.67 minutes for MABAS, total for all calls is 12.80 minutes.
Ambulance report given by Director Werth. There are a few repairs on one of the rigs that will be done be Pomasl. The new printers will be installed soon. Runs for November 2021 were 44 Runs for December 2021 were 42 Bring the total runs for 2021 to 477. Current runs for 2022 are 18.

President Beyer called the regular monthly meeting to Order at 6:00 pm. The Open Meeting Statement was read. Fire Chief Report was given by Fire chief Smith. The Truck replacement committee will be going to Marion Body for the final inspection of the new Tender on August 18th. The Final invoice was received from Marion Body. Jackie Beyer has finalized all loans with Premier Bank. An email from Todd Prellwitz stated that the body of the Brush Truck was in production as of a couple weeks ago, there is a recall on that truck’s chassis. Prellwitz will work with a Ford dealer to get it taken care of. Chief Smith has handed out two applications to potential new members. FF class will start here in Manawa on 9/7/2022. The department UTV was sent to the Meet the Fleet in Weyauwega last month and there was a lot of great feedback from the community.
Chief Smith talked about the explorer program and presented information to the board. Smith stated the program would be open to anyone age 16+ with a valid driver’s license. The cadet would be able to follow strict orders and be physically able to perform the duties of a fire cadet. They would also need to complete a membership application and the parent consent authorization forms along with two-character references from teachers. Chief Smith will be working on applications soon.
There have been 9 calls since last month’s meeting bringing the total for 2022 to 76. 2021 ended with 101 calls. Current response time for our coverage area is 7.17 minutes and 28.45 minutes for MABAS, total for all calls is 11.78 minutes.
Ambulance report given by Assist Director Schultz with assistance from President Jackie Beyer per request from Director Werth. ARPA funds have been received. Director Werth would like to use to fund to purchase a CPR Compression machine. Director Werth has requested to move the donation checking account from First State Bank to Premier Community Bank and to also go with a credit card form Premier Bank. Director Werth would also like to Thank Josh Smith and the rest of the Staff for stepping up and helping over the last 2 weeks.
Life Quest changes were presented. The following changes will be effective as of September 1st, 2022, Millage will increase to $22 per loaded mile. Removal of resident/non-resident fee and go to a strait fee of $975.00. Non-transport calls would increase to $95.00. A motion was made to approve the Life Quest changes. J Beyer/Eck. Carried 9/0.
Total ambulance runs for July were 39 bringing the current year runs to 279.

Internal Audit was completed on August 11th by J Beyer, R Beyer, and M Eck. Beyer reported that there was one question regarding a payment, but it was taken care of after talking with M Zirbel.
New Business: Fire Chief Smith would like to list the Truck that is being replaced on the Wisconsin Surplus site for sale once our replacement is received.

Fire Chief Report was given by Fire chief Smith. The truck replacement committee went up to Marion body and completed the final inspection of the new tender. The Truck will possibly be delivered by the end of the week. Production has been started on the Brush truck. Smith stated that Todd Prellwitz has started to assemble the truck. Once the truck is assembled a group will go to inspect it. Any necessary changes will then be made at that time. Hose testing has begun, and the first half was completed on 9/9/22. The 2nd half will be done when the new truck is received. The department will be doing a Fire prevention open house during Manawa fall fest on 10/1/2022. Firefighter Mike Nash will be contacting the schools about doing a fire prevention presentation during fire prevention week for grades k-4.

Ambulance report given by Assist Director Schultz, there has been one resignation since the last meeting. Schultz stated there is one applicant that he is looking to hire who is already licensed. Schultz talked about a recruit program through the Tech college that is all online that will be available soon. The State has approved for flex staffing, this will allow a first responder to assist at the scene and drive the ambulance allowing for the EMT’S to ride in the back with the patient. A flex grant was received in the amount of 34,230.00 these funds will be used to purchase new cardiac monitors. Schultz asked for permission to raise the pay rate for three current employees to match the Clintonville rate. A motion was made for 3 Manawa employees’ rate to match the Clintonville rate. Eck/J Beyer.
Standby rates were discussed and there will be an increase to local standby rates. New rates for 2 EMT’S will increase to $150 per hour and 2 First responders will increase to $100 per hour. A motion made to update these charges. Schoen/R Beyer. Carried 9/0

Fire Chief Report was given by Fire chief Smith. The New Tender was delivered on October 11th. Chief Smith is working on getting the old one on Wisconsin surplus. Member from the department went to Manawa Elementary school and St. Paul’s school for Fire prevention week. The department will be doing pizza slips for 12 kids who fill out and return their fire prevention slips. The body of the brush truck construction continues and should be starting to be put together soon. All hose testing should be completed by October 23rd. Pump testing will be started next week. The annual ladder testing will also be done this year, no specific date has been given yet.
There have been 8 calls since last month’s meeting bringing the total for 2022 to 92. 2021 ended with 101 calls. Current response time for our coverage area is 8.71 minutes and 31.64 minutes for MABAS, total for all calls is 12.67 minutes.
Ambulance report given by Director Schultz; he stated that the original flex grant has been increased from 34,230.00 to 35,605.00. The defibrillator lift arm was purchased in the amount of 11,978.00. ARPA funds were used for this purchase. Schultz stated there is a potential interview for a new employee. The department is also looking into a possible raffle ticket fundraiser.
Total ambulance runs for September were 33 bringing the current year runs to 373.
Budget was discussed, President Beyer received an email regarding the labor contract with Clintonville ambulance. They will be increasing our contract by a minimum of 20,000 per year. This will cause A 20% increase to the subsidies. Beyer stated the municipalities should plan for an increase of 30,000. The appointed members will meet with Clintonville ambulance again to discuss this contract again. There will be an update on this at our next meeting. There were no changes to the fire departments budget.
