President J. Beyer called the regular monthly meeting to order at 6:00 pm. The Open Meeting Statement was read. Fire Chief Report: Report was given by Chief Smith. Voted on 1 new member this month. This brings our membership numbers to 32. We were present at the Iola Car Show selling UTV. We have people signed up for the Fall Classes for FF2 and FF1. DNR Grant was submitted, did not get the Firehouse Subs grant submitted, will be going for next quarter. We assisted with watering the Rodeo Grounds again this year, though short lived. Cody Eggleston passed his State Certification for FF1, will be going on to FF2. Will be staffing a crew down in Symco for the Weekender Weekend event due to the number of people expected. Currently at call 87 for 2024 year, 14 calls since last meeting. We are currently 2.5 week ahead of last year’s call volume.
Fire Billing Ordinance: Townships and City should be adopting the fire billing ordinance by August. Joel asked if a fee schedule could just be done instead. The billing company being used wants it to be done this way to allow them to do the actual billing.
Fire & Ambulance Disaster Response: After the incident on July 5th is there anything we need to change in the policies? No, everything was handled well. There will be a city department debriefing meeting the following Monday.
Ambulance report: Received two more applications for paramedics and one for EMTB and one for EMR . They will start preparing for the Thresheree. The calendar raffle tickets are out for the public to purchase. The DEA application for narcotics is in but we will have to wait up to 4 weeks.
Total ambulance runs for June 2024 were 28. Manawa 12. Little Wolf 7. Royalton 1. Union 5. Lebanon 2. Mutual Aid Clintonville 1. Total runs for 2024 are at 180. Runs for 2023 at this time were 205.

Voted on 1 new member this month and received 1 more application. This applicant will be our second one in the Explorer/Cadet program. Will be going through the Rodeo Parade promoting the UTV Raffle and possibly getting a spot at the Iola Car Show. We just received the class numbers for the Fall Semester of FF1, FF2, and Driver/Operator. Still waiting to hear back from a couple grants that were submitted and will be finishing up the DNR Grant before the July 1st deadline. Will be assisting with watering the Rodeo Grounds again this year. Currently at call 73 for 2024 year, 13 calls since last meeting. Response times for all incidents is 9:12, for our incidents is 7:20. City of Manawa – 1 Power Line Down, 3 False Alarms, 1 Landing Zone. Little Wolf – 1 Lift Assist, 1 Power Line Down, 2 Smell of Gas. Union – 1 Vehicle Accident, 1 Lift Assist. Lebanon – 1 Structure Fire. Coverage Area – 1 Severe Weather Standby Fire Billing Ordinance: Jeff Handschke, Jim Roenz, Josh Smith met to discuss options regarding the fire billing ordinance. They went over the current and purposed billing rates. The billing company said it can be updated whenever we are ready. We haven’t updated the rates in awhile. Ours is a flat rate not hourly. Added in water rescue because it was not in the list before. Municipalities need to publish ordinance 15 days before a public hearing. The municipalities will then need to have a public hearing and approve the ordinance. Josh Smith will email sample ordinance to Jackie and she will update and email to the other municipalities. Moved to approve the rates as proposed which will become effective once the ordinances are received. Ebert/R.Beyer. Carried. Moved to approve the billing ordinance to be forwarded to the billing service, Fire Recovery USA. Eck/Roenz. Carried. Ambulance report: Report given by Director Schultz. Had the walking taco fundraiser during the city wide rummage sales. Set up tables inside the station and people liked that. We made over $100 more than last year. Made a total of $943. Received the calendar raffle tickets and will start to sell those. We are preparing for the rodeo. The schedule is full. The 826 wheel bearing is going out and will be replaced. The cot repairs are completed. EAP started as of 6/1/24. Received 2 more applications. Working on grants. Total ambulance runs for May 2024 were 34. Manawa 18. Little Wolf 4. Royalton 7. Union 3. Lebanon 0. Mutual Aid Iola 1. Mutual Aid Clintonville 1. Mutual Aid Gold Cross 1. Total runs for 2024 are at 158. Runs for 2023 at this time were 171. Flex Medic Update: Officially Flex Medic on 6/3/24. Still need to get DA license. Ryan will be working on that. Financial reports were given. Moved Eck/Roenz to approve as presented. Carried. Discussed if we wanted to pay off the fire truck loan with money market funds. We are making good interest in the money market account so we will not pay off early. New Business: No new business. Public comment: None Fire Chief Report: Report was given by Chief Smith. Voted on 2 new members and received 1 more application. The new applicant will be in the Explorer/Cadet program. Had repairs made to the main engine’s pump primer and possibly starting an insurance claim to get the tender repaired. Other tender is also set for some repairs to the pump primer as well. DOT inspections have started. Started selling UTV raffle tickets. The water rescue committee has met a few times to go over potential upgrades to the water rescue equipment. The pancake breakfast went well with a profit of $4700. The department has decided to bring it back to “in-person” next year. Received check from the Alliant Energy grant for $1000. Have completed grant applications for the WE Energies, Gary Sinise, and Dennis Leary Foundation grants. Currently at call 60 for 2024 year, 9 calls since last meeting. Response times for all incidents is 9:13, for our incidents is 7:22. City of Manawa – 1 Fire Alarm, 1 Lift Assist. Town of Union – 1 Accident Response, 1 Lift Assist. Town of Royalton – 1 Lightning Strike, 1 Gas Leak. Farmington – 1 Structure Fire Assist, 1 Change of Quarters. Helvetia – 1 Assist with Search for Lost Person. Fire DNR Grant: It is a 50/50 match grant. It would be for the purchase of radios/pagers. Half the cost would be $2000. Fire Billing Ordinance: LifeQuest will not be doing the billing for fire departments. For the new billing company, Fire Recovery USA, we will have to pass an ordinance at each municipality to allow billing. Chief Smith received a sample of an ordinance and rates from the new company. They suggested raising the rates. Some questions that were asked: Is there a state rate average that could be used instead of a national rate? Can we get rates comparable to other area departments? What is the deadline? What are our current charges? Could we have more insurance refusals because costs are too high? A sub-committee of Jeff Handschke, Jim Roenz, Rod Beyer, Josh Smith will meet to discuss options. Ambulance report: Report given by Director Schultz. The bowling tournament went well. Filled all the shifts and had 42 raffle baskets. Had a lot of help at the event. Raised $2855. The cot will need some maintenance. Cost will be $1733. Total ambulance runs for April 2024 were 20. Manawa 10. Little Wolf 3. Royalton 2. Union 2. Lebanon 0. Total runs for 2024 are at 124. Runs for 2023 at this time were 142. 827 Lighting Upgrade: Our older ambulance still runs well. We updated the graphics. Director Schultz would like to upgrade the lighting. He received a quote for over $10,000. Ryan said he could do it himself. Lighting cost would be $3248. Moved to approve changing out the lighting on the 827 ambulance. Handschke/Eck. Carried. EAP: The department has some very stressful calls. We don’t have an EAP program for employees to be able to speak to counselors. Director Schultz reached out to ThedaCare about the EAP. Cost for EMS would be $1225 a year. For the fire it would be around $1375. It would be valuable for the mental and well being of the employees. It shows we value them. Moved to allow the Fire and Ambulance departments to move forward with the EAP. Eck/R.Beyer. Carried. EMT Fund: Director Schultz would like to set up a payroll deduction from the ambulance employees of $5 a paycheck. This money would go towards extra things around the apartment and station. Board suggested to not have it be a payroll deduction and to setup a separate account with 2 signers that the funds could go into. Ryan will take care of the fund. Financial reports were given. Ebert/Roenz. Carried. Public comment: None Fire Chief Report: Report was given by Chief Smith. We received word that we have been awarded a $1000 grant from Alliant Energy for equipment replacement. Will be applying for additional grants to assist with more equipment replacement. Voted on a new member and received 2 additional applications for membership. If voted on next month, will bring us to 30 members. The last time we were at 30 members was in 2019. All Calendar Raffle tickets were sold and the drawings are going well. There will be a new UTV Raffle starting next month and being drawn at the end of August. Reminder that the Pancake Breakfast is this Sunday, drive thru style starting at 8am. Currently at call 51 for 2024 year, 6 calls since last meeting. Response times for all incidents is 8:38, for our incidents is 6:33. City of Manawa – 3 EMS Assists. Town of Little Wolf – 1 Wildland Fire. Town of Helvetia - Possible Structure Fire with Iola (Canceled En route). Town of Bear Creek – Structure Fire Update on Tarp Issue for New Fire Truck: Chief Smith stated that Appleton Awning claims that they did nothing wrong in regards to the stitching on the tarp. They also added a chain instead of velcro which caused problems with the chevron. Josh sent emails to Marion Bodyworks and received no resolution. Not under warranty. Chief stated he will not order from them in the future. Will look into fixing the chevron in the next budget cycle. Ambulance report: Report given by Chief Smith, Director Schultz absent. The new advanced meds were put on the ambulances and employees were trained for it. The 9-pin tournament for 5/18/24 is going well and have only 1 spot left. There will be basket raffles and 50/50 raffles as well. Hannah is doing a great job with organizing it. Still working on grant opportunities. Former employee Tony Drath came back to work for the Ambulance Department. The department is starting to plan for the summer events. Total ambulance runs for March 2024 were 29. Manawa 16. Little Wolf 7. Royalton 2. Union 4. Lebanon 0. Total runs for 2024 are at 89. Runs for 2023 at this time were 108. Flex Medic Update: Flex Medic is progressing forward with a minor setback. Due to some health issues we are waiting for a letter of approval from Dr. Laux. Once she is able to write the letter it will be sent to the state to be approved. Financial reports were given. Carried. Moved to approve the February 20, 2024 meeting minutes. Roenz/Ebert. Carried. Public comment: None Fire Chief Report: Report was given by Chief Smith. Brush Truck (old one) has been sold and check received for same. 2 new members voted in, bringing roster to 27, compared to 17 members 2 years ago. One more applicant for approval. A few raffle tickets left to sell, drawings start on April 1st. Pancake Breakfast is set for April 28, 2024, and will be the drive thru style again this year. Recognized department members that took part in a Life-saving effort of a patient that returned home. Calls are at 45, with 13 of those since last meeting. Response time is 6:44 for in area and 9:03 average for all calls. Discussion regarding a single facet of the Department By-Laws took place. Asst Chief Nash attended to discuss the requirements of department training. He was concerned about the members not being mandated to become Fire Fighter 1 level training, as they cannot move up to officer without more than an Entry level certification. Chief Smith stated the change in By-Laws passed the membership vote with only one dissenting vote, that being Nash’s vote. Per By-Laws, that was a majority vote and should be recognized as such. Henschel/Eck to approve the Fire Department By-Laws as presented and approved by membership. Carried by All. Ambulance report: Report given by Director Schultz. The State has approved our Paramedic Flex program. ThedaCare grant of $750.00 was received. Total ambulance runs for February 2024 were 26. Manawa 15. Little Wolf 5. Royalton 2. Union 3. Lebanon 0. Mutual Aid for Gold Cross – 1. Total runs for 2024 are at 68. Runs for 2023 at this time were 75. Ambulance Bylaws: Discussion regarding changes to the By-Laws took place. Brush Truck update: Had the Final Inspection of the new brush truck and were able to bring it home that same night. Worked on getting it outfitted with the equipment and is now in service. The old Brush Truck was put on Wisconsin Surplus with the final bid on the truck being $30,000, which will cover the majority of the remaining balance on the new truck. Currently selling tickets for the calendar raffle and seems to be going well. Also going to be doing a new fundraiser idea. Working with Grip and Rip in Clintonville again and going to be doing an official vote at our monthly meeting to see if we are going to proceed with it. Currently working with Marion body and Appleton Awning about an issue with the new tender as a result the hose bed cover. Have two new applications that will be brought in next month for membership. Background checks have already been completed on these and can proceed forward. Fire Pancake Breakfast will be a drive-thru on April 28, 2024. 2% dues for all municipalities are completed. Currently at call 32 for 2024 year, 10 calls since last meeting. Response times for all incidents is 9:33, for our incidents is 6:52. City of Manawa – 3 Fire Alarms, 2 CO Alarms, 1 Vehicle Accident with Extrication. Town of Royalton – 1 Extrication, 1 Vehicle Fire. Town of Helvetia – Structure Fire. Town of Nichols – Structure Fire. Ambulance report: Report given by Director Schultz. New EMR applicant will be starting next month. Hannah is working on grant applications and fundraising activities. May 2024 will be a bowling tournament at Keglers. June 2024 will be a calendar raffle. We assisted in cleaning up the basement to set up a workout area. The new cot stopped working due to a broken wire. It was fixed. Jackie looked into other insurance companies for the Fire and Ambulance departments. Continental is the only insurance company that can insure us and that is who we currently use. Possibly look at replacement values. Total ambulance runs for January 2024 were 30. Manawa 12. Little Wolf 3. Royalton 1. Union 4. Lebanon 0. Mutual Aid for Clintonville – 1. Total runs for 2024 are at 41. Runs for 2023 at this time were 49. Ambulance Bylaws: Ryan is looking at the ambulance bylaws to see if they need to be updated. He will bring it to the next month’s meeting. Josh Smith emailed the Fire bylaws to the board members to take a look at to be approved at next month’s meeting. Financial reports were given. Fire Chief Report: Report was given by Chief Smith. Brush Truck Update: Possibly will be doing final inspection next week. Will be bringing old truck back and will get that listed on auction site. Helped out with the Food Pantry Christmas basket deliveries. Brought on one new member and handed out another application. Received one resignation. Will be doing Ice Water Rescue training this Saturday morning. Our annual DNR refresher is set up for Feb. 12th. Christmas Party will be February 3, 2024 at Cedar Springs starting at 5pm. We have had 22 incident responses for 2024 year. City of Manawa – 6 = 5 EMS assists, and 1 extinguished fire check out. Town of Union – 1 CPR assist with EMS. Town of Union – 1 Carbon Monoxide call. Waupaca – 1 Assisted call. Response times for all incidents is 7:16, for our incidents is 5:55
Ambulance report: Report given by Director Schultz. He has been working on 2 grants for AEDs, CPR training materials and mannequins. Hired one new member. Dr. Laux approved the protocols for the FLEX Paramedics, so the next step is getting state approval. The FLEX Paramedics should be running in 1 to 2 months. Ryan got a new phone and 2 new phones for the ambulances through Cellcom. He will be cancelling the US Cellular phone. Roenz asked if we have looked into other insurance companies to save on the budget. Jackie will send out the info to insurance companies to get bids. Total ambulance runs for December 2023 were 32. Manawa 24. Little Wolf 4. Royalton 4. Union 0. Lebanon 0. Standby for Clintonville – 1. Total runs for 2023 are at 379. Runs for 2022 at this time were 448.
Ambulance In-town employee wages vs. Out-of-town employee wages: There was discussion about the current wage schedule for the in-town employees versus the out-of town employees. Nick Weed felt that the wages should be looked at. Maybe look at our budget numbers in April or May to see how our budget is doing before changing the wages. Joel would like to see a comparison made on how much it would have been if the wages were raised versus where they are now. Mary would like to see some examples of how many hours are worked and what is paid. The schedule should be looked at and possibly revamped. Jackie would like to see that things are fair for everyone. Bring explanation and clarification of the shifts and stipends to the next meeting. Employees can bring in info on what they think would be fair wages. Noticed that the out-of-town EMR wage after a 2024 raise was making $1.00 less if worked on a weekend. Moved to raise the out-of-town EMR wage to $12.00 effective 1/16/24. Eck/Roenz. Carried.
Expanding Coverage Area: Ryan and Jackie attended Town of Royalton meeting about expanding their Manawa ambulance coverage area. They handed out brochures to the board members. Town of Royalton has made no decision on the expansion of their coverage area.

Moved to approve the November 21, 2023 meeting minutes with the change: The Manawa Rural Ambulance Department budget is $435,860. The amount of $299,355 listed in the minutes is the subsidies. Oaths: Fire Chief Josh Smith and each municipality representative signed the oath for the Manawa Rural Fire Department Chief position. Each municipality received a copy of the oath.
Ambulance report: Report given by Director Schultz. He has received 2 applications. Ryan asked if we still wanted to keep sponsoring people to go to school. Cost is approx. $1500 for each. Reimbursement after completion of school may be a better option. He has applied for 2 grants for AEDs and CPR mannequins. The monitor came in and is on board. He is working on getting a CPR and first aid class organized for people to pay for and attend. The new scheduling program will be starting January 1, 2024. Fire Chief Report: Report was given by Chief Smith. Will be reviewing the entire department By-Laws and SOG’s starting Jan. 11th. Brush Truck update: Todd will be picking up the old brush truck on 12/26/2023 to transfer the skid unit over to the new unit. Took part in the 2nd Annual Cops vs. Firefighters Lighted Food Pantry Drive in Weyauwega on Dec. 9th with the Manawa PD. A donation of $518.33 and under 400lbs of food to the Food Pantries from items raised. Will be doing the Food Pantry Christmas Deliveries this Wednesday. Have one new application that will be getting reviewed next month. The Christmas Party will be February 3, 2024 at Cedar Springs. We have had 13 incident responses for 2024 year. Town of Royalton – Structure Fire. City of Manawa – Fire Alarm. Town of Little Wolf – 1 rescue, 1 vehicle accident. Town of Royalton (Wega fire) – Structure Fire. Response times for all incidents is 8:33, for our incidents is 6:42.

Line of Credit Approval: Jackie talked to James Dietzler at Premier Community Bank about opening a line of credit for the Ambulance Department. He stated that there was one opened with fire department in the past. The line of credit would be under the Manawa Rural Fire/Ambulance Department for $50,000. Fire Chief Report: Report was given by Chief Smith. Department will be taking part in Merry Manawa event as long as the burning barrels can be found and are in good condition. A presentation was given at the High School to promote the Cadet/Explorer Program. Brush truck updated delivery date is December 15th. The Department will be taking part in the 2nd Annual Cops vs. Firefighters Lighted Food Pantry Drive in Weyauwega on December 9th. Elections were held with the “odd” numbered positions being voted on. Elected officers are Fire Chief Josh Smith, 2nd Capt. Brian Lettau, 2nd Lt. Nick Weed (newly elected), 2nd Engineer Florian Rosera. We have had 8 incident responses for 2024 year, and we ended 2023 with 114 calls Response times for all incidents is 8:25, for our incidents is 6:37.

Proposed rates starting in 2024: EMR with UTV = $100.00/hr and Ambulance on site = $200.00/hr. Was told once it returns from powder coat and linex we will receive a date. 3 members are currently going through Firefighter 1 Class. Department participated in having an Open House during Manawa Fall Fest. Assisted with different events during the school’s homecoming week. We have had 10 incident responses since the last meeting and are currently on call 112 for the 2023 year. Ambulance report: Report given by Director Schultz. Purchased vacuum mattresses and a Stryker power cot from Wis Surplus. The power cot was $8500 taken out of donation fund. Cot did not come with battery or charger. Will be putting old cot on auction site. New monitor update: Department was sent a loaner unit. Received a new application and hired a new person. Ambulance inspection that is done every 2 years will be done at the end of October. FAP funding application is now open. Josh Luebke received the EMT of the year award. Lights & Sirens on Personally Owned Vehicles Policy: Director Schultz feels it is a benefit to run lights & sirens on personal vehicles. He created a policy so if issues arise he will handle them accordingly. Discussed that members/employees must provide vehicle insurance listing emergency vehicle use on the policy. Employees must sign the agreement. Moved to accept Lights & Sirens on Personally Owned Vehicles Policy with the addition of providing proof that emergency vehicle use is on individual’s insurance policy. Roenz/Ebert. Carried. LifeQuest New Rates Update: The new LifeQuest raised rates started October 1, 2023.
Ambulance Standy Rate Raise: Current rate to have the ambulance at an event is $150.00 per hour. Director Schultz would like to raise rates to $200.00 per hour. If only 1st responders are requested without an ambulance, it is $75.00 per hour. Director Schultz would like to raise it to $100.00 per hour. A raise would cover higher wages and the cost of fuel. Jackie would like to see a proposal put together and presented at the next meeting. Maybe charge more if attendance goes above a certain amount.
2024 Fire Budget Approval: Moved to approve the Fire Budget as presented with a 5% raise totaling $160,499.85 for 2024. Roenz/R.Beyer. Carried.

Ambulance report: Report given by Director Schultz. Manawa High School Rodeo went well. Didn’t have to transport anyone. Annette Ziebell thanked the department for being there. The new monitor has not arrived yet. Ryan would like to look at the policy for use of lights and sirens on personal vehicles. Currently it is not allowed. Ryan has drafted an updated policy and would like it added to next month’s agenda. The calendar raffle is going well. The department has talked about doing other fundraisers for next year, possibly a bowling tournament. EMT class in Waupaca was cancelled due to low enrollment. Working with FVTC to see if we can get the class here. Luebke is a trainer with FVTC. Ryan handed out budget options, one with Flex paramedics and without. If went with Flex paramedics we would not need any intercepts and would be able to keep the funds here. Currently have 3 employees that are qualified. Ryan received a rate review from LifeQuest including a raise for rates and a projected breakdown for next year. He would like to review the Standby Rates that are currently charged for events. Jackie said everyone including Ryan and Josh are doing a great job. Calendar raffle tickets are selling good. Received a donation from First State Bank $86.00. Received donation from Sturm Foundation $7500.00. Received ARPA $12,195.11 and FLEX grant $17,802.50. Cardiac monitor is scheduled to be delivered in August. EMT Bob Fern will be retiring and will be getting him a plaque for service. Colin Moser is now on his own and doing very well. Kenesha is working on grant opportunities. The new hires Colin and Lucas are doing very well. Received 2 new applications. Ryan is working on his refresher course. Save pins were awarded. The ambulance dept. received a donation from Steve & Michelle’s Midtown, County Tavern League and Wis Tavern League for $750. Ryan would like to get more portable radios. Board President Beyer called the May monthly meeting to Order at 6:00 pm. The open meeting statement was read, and the closed session items removed from the agenda, as it was not necessary.Board members present were Eck, Roenz, Henschel, Ebert, and Handschke. Others present were Fire Chief Smith, Ambulance Director Schultz. No public present.
The Board approved the agenda. The minutes of the regular April, 2023 meeting was approved.
Elections for the Fire Board Officers took place. Those elected were: Jackie Beyer, President Mary Eck, Vice President Jeff Handschke, Sec/Treasurer. All voted by unanimous ballots.
Fire Chief Smith gave his report: (printed report in the minute’s packet). Smith cited 6 calls since last meeting, bringing the year to date total to 57. Response time is averaging 9.08 minutes for in District calls, and 11:35 minutes for MABAS calls. Calendar Raffle and Pancake Breakfast went very well. Working on Rodeo Weekend preparation. The Roster is at 24 with the addition of 2 members.
Ambulance Director Schultz gave his report: (printed report in the minute’s packet). Schultz reported April ambulance runs were 21, and to date is at 143. The Ambulance received a $10,000 donation from ThedaCare, which was much appreciated! Will be holding a fundraiser on June 3rd, during the local city wide rummage sale, so come purchase lunch. There will be a calendar raffle in the fall for the Ambulance Department. August will be holding an EMT Basic class. Hired a new EMT, will start in June.
Financial Reports were reviewed. All looked to be in good order, both departments are operating within budget. The Board approved the financial reports, after a motion from Eck/second from Ebert.
New Business: Handschke stated the Town of Lebanon is exploring a larger coverage area for Manawa Ambulance. More info as it develops.

Fire Chief Report: Report was given by Chief Smith. The calendar raffle tickets drawing is going well every night @6pm via Facebook. Planning for the Pancake Breakfast is continuing. Scheduled for April 30 at the fire station as a drive-thru style. J Smith will be attending a 2-day Incident Management Training at the Courthouse again on 4/27 and 4/28. The Fire Department took part in the 4H Super Saturday event on 3/25/23 and received a small donation for doing so. Received a new application and it is in the background check phase. Bank statement was not received by the meeting. He ordered the wildland gear which is paid out of the donation fund. Possibly could use our old gear still or donate to another department or resell it. Jackie stated she would like to see it offered to neighboring communities first. The new truck should arrive at the end of May. Once the truck arrives the equipment will have to be switched from the old truck to the new truck. Chief Smith put an announcement on The Lakes radio station about the no burning ban. We have had 8 incident responses since the last meeting and are currently on call 49 for the 2023 year. Response times for all incidents is 12:20, for our incidents is 9:10. 3 in City of Manawa – 1 Lift Assist, 2 False Alarms. 1 in Union – Wildland Fire. 1 in New London – Structure Fire. 2 in Weyauwega - Structure Fires. 1 in Ogdensburg – Structure Fire.
Ambulance report: Report given by Chief Smith. Director Schultz was at training and could not attend the meeting. #826 had an oil change. The outer battery started to heat up while sitting in the station. Chief Smith unhooked the battery. Replaced battery at Suehs Motors. Still waiting on flex grant. Director Schultz applied and received a $10,000 grant through ThedaCare. The money will be used toward the cardiac monitor. Other ambulance employees, Hannah Scheel and Jennifer Arndt will be helping apply for other grants and fundraising. Looking at doing a calendar raffle or bowling tournament for the ambulance department. Airgas contract is coming up for renewal. Will be getting quotes from other departments. Total ambulance runs for March 2023 were 25. Manawa 11. Little Wolf 4. Royalton 2. Union 4. Lebanon 0. Mutual aid for Clintonville 3. Mutual aid for Gold Cross 1. Total runs for 2023 is at 93. Runs for 2022 at this time was 112.
Financial reports were given. In April J Beyer moved the Money Market funds from First State Bank to Premier Community Bank. Interest rate at First State Bank was .02% and Premier Community Bank is 2%. There was discussion if we should move all accounts to Premier Community Bank. It is a good thing to support both banks in the community. LifeQuest is not sending out money as soon as usual. J Beyer emailed them about this issue. Moved to approve the financial reports. Fire Chief Report: Report was given by Chief Smith. Looks as though all the 2% Dues Certifications have been completed for 2023. He attended a Fire and EMS Coalition Lobby Day at the Capitol this last Wednesday with the main focus on Funding. The Calendar Raffle tickets drawing is set to take place on 4/1/2023 @ 6pm via FaceBook Live. Planning for the Pancake Breakfast is continuing which is scheduled for April 30 at the Fire Station drive thru style. He will be attending a 2 day Incident Management training at the Courthouse this Wednesday and Thursday. The Department will be taking part in a Super Saturday 4-H event at the school on 3/25/2023. Tammy Pethke Family donated money to the fire department from their Country Dinner Show. Money will go towards wildland suits. Currently 23 active members. Have not received any new applications. We have had 7 incident responses since last meeting and are currently on call 41 for the 2023 year. Response times for all incidents is 11:40, for our incidents is 9:16. 4 in City of Manawa – 3 Lift Assist, 1 Water Leak Issue with Electrical. 1 in Union – Lift Assist. 1 in Royalton – Lift Assist. 1 in Du Pont – Structure Fire.
Ambulance report: Report given by Director Schultz. Schultz stated the 3 new applicants were interviewed and hired tentatively. 2 of those will need to go to class. One will be done in May if they pass the class. Schultz went to a management class at the Dept. of Health and Human Services. He has a list of grant opportunities. He will start working on those this week. Scheduling is going well. Currently 25 people on the roster but only 10-12 of those take shifts. It is refresher class time. State requires refreshers every 3 years. We have 5 first responders in the area. Some firefighters expressed interest in becoming a first responder. Schultz could not find Airgas original contract, so he reached out them but has not heard back from them. Total ambulance runs for February 2023 were 27. Manawa 17. Little Wolf 3. Royalton 0. Union 3. Lebanon 0. Standby for Clintonville 4. Total runs for 2023 is at 75. Runs for 2022 at this time was 70.
Financial reports were given. J Handschke had a question about the Fire Department Money Market account at First State Bank. He thought it was supposed to be moved to Premier Community Bank because of a better interest rate. Jackie will look into that. Ebert asked if there was any new info about the new truck. Chief Smith said should be here end of May or June. Chief Smith stated that they updated the headlights for the cost of $260 which will be covered by donation fund. Fire Chief Smith received 6 or 7 supportive email responses back from area fire chiefs. Chief Smith read the email and responses to the board. Calendar raffle tickets have been handed out to the members and businesses and the drawing will be done in April 2023. Drawing will be at 6pm on Facebook. Pancake Breakfast will be April 30, 2023 as a drive through at the Fire Station. Chief will be attending lobbing training in Madison on March 15 and a 2 day Incident Management Training at the Waupaca County Courthouse in March. The department has received 10 incident responses since last meeting with a total of 34 for 2023. Response time for all incidents is 11:34, for our incidents is 9:37. J Beyer commented that Chief Smith handled the chief to chief email very well.Ambulance report given by Director Schultz. Schultz stated we may be seeing less standby time for Clintonville. He has received 2 more applications. He is interested in setting up our own oxygen cascade system. He is looking for the original Airgas lease. Schultz will bring the cost to the next board meeting. He closed the donation account at First State Bank and moved to Premier Community Bank. Total ambulance runs for January 2023 were 27. In January 2022 there were 33 runs. Smith stated the Workmans Comp audit was filled out and sent in by Zirbel. We have received an invoice. He called and received explanation of the invoice.
