President Eck called the regular monthly meeting to Order at 6:03 pm. The Open Meeting Statement was read. Fire Chief Report was given by Chief Rosenau. Fire inspections have started and will be done by the end of the year even though the state notified the chief that they do not have to do them now. Two members have completed the FF2 class, they have passed the practical and are waiting on their test results. Fire Chief Rosenau has his needed hours to submit to the state for his Emergency Service Instructor 1. The department received the new gear that was ordered, 2% dues were used to pay for it.
Total calls since last meeting were 3. Total of 10 calls 2021. Current response time for our coverage area is 8.38 minutes and 21.00 minutes for MABAS, total for all calls is 12.16 minutes.
Director Werth gave his report, he stated that we will need to discuss a replacement Rig in 2021. Total runs for November were 32, Total runs for October were 35, current runs for 2020 are 331.
Financial reports were given. It was asked by another board member if some funds could possibly be moved from the Money Market account and put into a CD to get a better interest rate. Board President Mary Eck will look into what can be done and what the current rates are. Approved Handschke/Buelow
Town of Royalton wanted to discuss the Assessment Number and how 2% dues were determined. Jackie Beyer explained this to the board members.
New Business: Brandon Buelow mentioned that the timers for the overhead doors for the departments garage were discussed at the city meeting and there is a committee that is working on it.

President Eck called the meeting to order at 6:01 pm. Opening meeting statement was read. Board members present were R. Beyer, J. Beyer, J. Handschke, G. Schoen, G. Roen, B. Buelow, M. Eck. Others present were Chief Rosenau, Director Werth, Assistant Chief Smith.

Chief Roseneau gave his report 2% fire dues are coming in mostly all submitted. The department is also looking at setting up a 501C3 tax account to receive donations tax free. Chief Rosenau said he would investigate further. Any fire hose left from replacements was donated to the Union Threshermen. This was the old hose that was donated.
Chief Rosenau also reported that 4 Firemen from the department are interested in getting their Covid vaccinations.
Also discussed was replacing two vehicles for the fire department. The rescue truck will be paid off in May of 2022. Chief Rosenau explained the process of ordering the truck and timeline. He thought they would be ready to place the order in July of 2021. possible resale value was also discussed on old equipment when the new truck arrives.
B Buelow made a motion to move ahead with truck purchase. G Roen 2nd. Chief Rosenau also mentioned a possible drive thru pancake breakfast as a fundraiser for the fire department in April. There have been 3 runs since the last meeting bringing the total for 2021 to 13. Current response time for our coverage area is 8 minutes and 21 minutes for MABAS, total for all calls is 10 minutes.
Director Werth gave his report. Director Werth reported that 8 people so far have signed up to get their Covid Shots of the Ambulance employees.
Snodeo was the next order of business with Director Werth reporting that Extreme care EMS will be providing on scene care if needed. He stated he was concerned about the legality of them providing this service and was going to continue to look into it.
He then went on to discuss replacing Unit 826. He explained there could be some cost savings by remounting a reconditioned box on a new Chassis. Not sure what the savings might be yet. He will need to look into financing and thinks delivery would occur in early to mid 2022.
J Handschke/J Beyer made a motion to move forward with the purchase. Motion carried. 7/0

Special Events, Board President Mary Eck talked about the upcoming wedding that will take place this spring at the Fire station. Concerns regarding the pandemic were discussed and all recommended precautions are in place. This is a private event and will be by invitation only.
Fire Chief Report was given by Chief Rosenau. The department had one member retire. Thank You to Mark Hass for your 30 years of service and we all hope you enjoy your retirement!! The department is working on their By-Laws, they are hoping to have them ready to hand out at the next board meeting that will take place on March 16th, 2021. Fire Chief Rosenau stated that all 2% Dues are completed. The FEMA grant was submitted by the deadline and the total amount of the grant is $156,848.00 the departments share would be $7,468.95 if they get it. This took about 45 hours to complete all the parts that were needed. Batteries on 2 of the trucks were replaced and now all the trucks have been updated in the last 2 years. There were also some suspension repairs done on truck 982. The department went to Clintonville and provided some maze/team training. Pancake breakfast will take place this year as a drive through event and will be held at the Manawa High School.
Chief Rosenau discussed the replacement of tanker 980 and brush truck 979. The current tanker is a 1997 and has over 200,000 miles on it. The cost for the new tanker is currently priced at $349,486.00. The Chassis is about $110,000.00 of that $349,486.00. It will take about one year from the time that is ordered to receive it. The Brush truck is currently priced at $86,890.00. Chief Rosenau would like to get the Brush truck in the fall when it is least likely to be needed, this would allow the department to start swapping out things from the old one to the new one once the snow is on the ground. Total cost for both units is currently $436,376.00. Chief Rosenau is asking for the board to approve the amount of $460,000.00. A motion to move forward with the specs and bids was made by J Beyer and seconded by G Schoen.
Total calls since last meeting were 11 brining the total for 2021 to 24. Total calls for 2020 were 88. Response time for our coverage area is 9.05 minutes and 26.00 minutes for MABAS, total for all calls is 11.17 minutes.
Director Werth gave his report, Total runs for January were 23. Rig 827 had new tires put on and the batteries replaced, and 826 has some leaking issues and will be inspected by a mechanic.
Director Werth also discussed the replacement of one of the ambulances. His estimate for replacement was 145,000.00. He will bring more information to our March meeting. A question was asked as to how many times the oil gets changed in the current one. Director Werth stated that it is changed two times a year. The suggestion of switching to synthetic oil was brought up and director Werth is going to talk with the mechanic and get his advice on it. Director Werth stated that the state of Wisconsin is asking from all Ambulance departments to supply a list of services they can provide, he is working on the list and will submit it when finished.

New Business: Brandon Buelow talked about the overhead replacements with timers. They all must have eyes now and only one door is up to code. The current doors are 20+ years old. The cost to replace just one with the timer is $1100.00 if three or more are replaced at the same time it would be $975.00 per door. The current estimate is from Tri County Overhead Door. Two more estimates will be coming in.

Chief Rosenau was sworn in by board President Mary Eck
Fire Chief Report was given by Chief Rosenau. The Department is still working on the pancake breakfast that will take place at the high school on April 18th 2021 from 8am- 12 noon. This will be a drive through event. Chief Rosenau handed out a copy of the updated bylaws for review. Approval for these will take place at April’s Board meeting. Chief Rosenau stated that they helped the sheriff’s department with the removal of some black boxes. This gives the department the opportunity to use some of the equipment that does not get used on a regular basis and is great training for everyone. Officers for the department have all signed up to be on call one weekend a month from Memorial Day through Labor Day. There will be two on call for every weekend during this time.
Total calls since last meeting were 5 bringing the total for 2021 to 29. Total calls for 2020 were 88. Response time for our coverage area is 8.72 minutes and 29.00 minutes for MABAS, total for all calls is 11.52 minutes.
Director Werth gave his report, Total runs for February were 28. Total runs for January were 23. Current year runs are 73.
Director Werth Stated the Ambulance department needs EMT’S and encourages anyone who is interested to apply.
Both Departments are still working on gathering all information needed for replacement the vehicles.

No Public comment Ebert Thanked the Fire Department for everything they do with such a small number of volunteers.
Fire Chief Report was given by Chief Rosenau. Pancake breakfast was a success, they were out of pancakes by 11:30 and served 647 plates! Thank You to all who attended and showed your support and to all the volunteers. Chief Rosenau stated that the department has voted to cancel Fire fest indefinitely. They are currently discussing options to replace it this fall with something that will take less time.
There have been 17 calls since last month’s meeting, bring the current total to 46 for 2021. 2020 ended with 88 calls. Current response time for our coverage area is 8.67 minutes and 25.77 minutes for MABAS, total for all calls is 13.50 minutes.
Director Werth gave his report. He stated the Ambulance department needs EMT’S and encourages anyone who is interested to apply. Werth also said they would not be renewing the membership with the EMS Association as it holds them back on a few things that are needed in a small town.
Total runs for Ambulance for March were 28, current year runs for 2021 are 115.
Vehicle replacements were discussed, and the Ambulance department got a quote from Pomasal out of Antigo for 143,797.00 with a discount applied for purchasing the chasey at the same time. It comes with a structure warranty of 20yrs 100,000 miles, lights have a lifetime warranty, and paint warrant is 5yrs 60,000 miles. There will be a second Quote next month. Director Werth also stated that the Ambulance inspector would be here on 4/28/2021. There are a few things that are mandated by the state and he will be checking to make sure everything is up to code. A child safety restraint and carbon monoxide meter are a couple of the items that will be looked at.

Zirbel stated everything is current and all new posting are found at the bottom of the website. Beyer also stated a few concerns about the apartment that the ambulance department rents.

Fire Chief Report was given by Chief Rosenau. It was brought to the Fire Board’s attention about several driveways in the townships that are not wide enough for a fire truck to fit down. Chief Rosenau stated that all driveways should have a clearing of 15 feet wide and 16 feet high for the trucks to be able to access all properties safely. He asked that a letter be sent out to residents with concerning properties with this information on it. Chief Rosenau announced that he will be stepping down as Waupaca County Fire Fighter Association President at the June meeting. He also gave the final numbers from the pancake breakfast with a final profit of 3,612.00. A huge Thank You to everyone who came out and showed their support!! The Department has started to Purchase the rehab supplies from the donation they received from Gusmer’s last year. Good Luck to Member Dan Potter who will be taking his state test for FF1 on Saturday May 22nd.
There have been 5 calls since last month’s meeting, bring the current total to 51 for 2021. 2020 ended with 88 calls. Current response time for our coverage area is 8.70 minutes and 25.86 minutes for MABAS, total for all calls is 13.41 minutes.
Director Werth gave his report. He stated they Passed the State inspection from last month except for a burnt-out head light so both Head lights were replaced on that rig. They also ordered the child restraints that were needed. There have been some Internet issues in the building, and it was determined that the computers in both fire and ambulance offices needed to be replaced. Director Werth ordered two new ones for the offices and got them all installed. Werth is still waiting for the second bid for the ambulance purchase. The Ambulance department needs EMT’S, and we encourage anyone who is interested to apply.
Total runs for Ambulance for April were 25, current year runs for 2021 are 137.

Fire Department Bylaw changes were discussed by chief Rosenau. The changes being made will reflect the required training needed for all volunteer fire fighters, The update to the Sec/Treasure Position that is being made one. Chief Rosenau asked the board for the approval of these changes. Approved 7/0
Reorganization of the board took place. Jackie Beyer will replace Mary Eck as the New Board President and as the new signer on all the departments financial accounts, Brandon Buelow will remain as Vice President and Jeff Handschke will remain as Secretary. Congratulations to all of you!
New Business: Jeff Handschke asked about a 10yr plan for the departments, it was suggested that a 5yr plan may work better. Chief Rosenau stated that a 5yr may be difficult with the prices constantly changing. Mary Eck suggested a survival plan may be a better option. Both departments will get that information together closer to fall and budget time. Jackie Beyer talked about the Stimulus that the county received. The townships can apply to receive some of that money. There are limitations on what the money can be used for. She stated that it may be a possibility some of it could be given to the fire and ambulance departments.
Discussed July’s Meeting which will be help on July 13th it was decided to have the meeting a week earlier than normal due to a board member and fire/ambulance secretary being unavailable.

President Beyer called the regular monthly meeting to Order at 6:00 pm. The Open Meeting Statement was read. Board members present were, M Eck, R Beyer, J Beyer, J Handschke, G Schoen, B Buelow, M Ebert, others Present were Ambulance director Werth, Assistant director Schultz, Fire Chief Rosenau, and Secretary Zirbel. One Public present.

Fire Chief Report was given by Chief Rosenau. He stated they have purchased the rehab supplies with the donation money they received from Gusmer’s Enterprises. Those supplies include tents, chairs, benches, they are waiting on the misting coolers the are currently on backorder. Fire inspections have started for the first half. He talked about the possibly for a special ordinance on doing inspections once a year except for a few businesses that would need it done twice a year. The ordinance would need to be approved by each municipality. Congratulations to member Dan Potter on passing your practical for FF1. The department excepted a resignation from one of their members. If you are interested in being on the department, we strongly encourage you to apply. Chief Rosenau talked about the truck replacement he stated he only received one sealed bid for both trucks. He also said that if the chasse is ordered in June that it might be received by January. He asked for permission to accept the one bid. It was decided that the bid will be opened at a special meeting on June 17th 2021.
There have been 7 calls since last month’s meeting, bring the current total to 58 for 2021. 2020 ended with 88 calls. Current response time for our coverage area is 9.09 minutes and 25.73 minutes for MABAS, total for all calls is 13.40 minutes.
Director Werth gave his report. Werth talked about Facility transport and how that is a good source of income for ambulance departments, he stated that a lot of the bigger companies are forcing the smaller departments out when it comes to this service. Total runs for Ambulance for May were 15, current year runs for 2021 are 177. The Ambulance department needs EMT’S, and we encourage anyone who is interested to apply.

New Business: Ebert asked about the Ambulance rental apartment and director Werth stated that all locks were changed, and an air condition unit was replaced after the old one quit working.
The annual audit was also discussed with the possibility of it becoming an internal audit instead of hiring an outside company. It will be on the agenda for the July meeting.

President Beyer called the regular monthly meeting to Order at 6:04 pm. The Open Meeting Statement was read. Board members present were, M Eck, R Beyer, J Beyer, G Schoen, B Buelow, M Ebert, others Present were Ambulance director Werth, Assistant director Schultz, Fire Chief Rosenau, FF Weed and Secretary Zirbel. No Public present.

Fire Chief Report was given by Chief Rosenau. The Department welcomes new Member Cody Eggleston! Chief Rosenau gave an update on the rodeo parade. The department helped the Lions out with the water and took part in the parade. He stated they received all good comments from the public and compliments on the vehicles. The Department also received a donation from the Sturm Foundation in the amount of 8,500.00. The Annual Christmas party that was postponed due to Covid will take place on August 15th at the veteran’s park. Rob stated that the Fire inspection ordinance is being worked on, he will have more information on it at next months meeting.
Nick Weed spoke on behalf of the Spec’s Committee. He stated that everything they had asked for was included in the quote. Motion made to accept the recommendations from the Spec committee. Schoen/Ebert carried 6/0
Chief Rosenau gave the update on the brush truck/chasse and Tanker. The Brush truck chasse will be paid for upfront. EVS requires 50% down and the rest on delivery, that will cover their work and cost of supplies. The Tanker Truck will be paid in full once received. The Existing Tanker will go on the market after the 1st of the year. Chief Roseau asked for permission to move forward on ordering both vehicles.

There have been 7 calls since last month’s meeting, bring the current total to 65 for 2021. 2020 ended with 88 calls. Current response time for our coverage area is 8.90 minutes and 25.00 minutes for MABAS, total for all calls is 12.86 minutes.
Director Werth gave his report. The Ambulance department also received a donation from the Sturm’s Foundation. Director Werth said the department worked standby at the rodeo and everything went great. Total Runs for June were 26 that brings the total year runs to 214.
The Annual Audit was discussed, and it was voted on to do an internal audit to cut the cost of hiring outside. There will be committee of three that will perform the audit and will take place before the next board meeting in August. Each person will be paid $25.00 per hr.

President Beyer called the regular monthly meeting to Order at 6:00 pm. The Open Meeting Statement was read. Board members present were, M Eck, R Beyer, J Beyer, G Schoen, B Buelow, M Ebert, J Handschke, others Present were Ambulance director Werth, Assistant director Schultz, Fire Chief Rosenau, and Secretary Zirbel. Fire Chief Report was given by Chief Rosenau. He stated that the Ford Chassis for the brush truck could possibly be here by the end of October if everything continues to go the way they are. The last of the rehab supplies that were purchased have arrived and were already put to good use. They will still be adding work lights to the UTV which will still come of the remaining funds. Chief Rosenau gave an update on the fire inspection, he said that they are working on the card program. This would be used for businesses with violations that would need to be fixed. It would be up to the business to fix any issues and once done they would be responsible to fill out the card and return it to the fire department. This would save the department time as they would not need to go back for a second inspection.
There have been 10 calls since last month’s meeting, bring the current total to 75 for 2021. 2020 ended with 88 calls. Current response time for our coverage area is 8.61 minutes and 23.78 minutes for MABAS, total for all calls is 12.25 minutes.
Director Werth gave his report. He spoke about the Rig Replacement and stated that there is one available for purchase. It would be a remount on a new chassis and the cost would be $137,846.00. It comes with a 3yr 36,000 mile warranty. The old rig would be traded in with a current offer of $6,000.00. A motion was made by J Handschke and second from M Eck to authorize Director Andy Werth to move forward with the purchase and financing on the rig. Carried 7/0
Current runs for July were 53 brining the current year total to 272
Vaccine Mandates were discussed, it was decided that it would be left optional for all employees and volunteers at this time. The board will leave it up to the Ambulance Director and Fire Chief to make any changes in the future regarding this matter.
Director Werth presented the current rates with a few changes that will be made. Lift assist is currently at $50.00 and will be raised to $75.00 average for this service is $175.00 and the recommendation was $150.00. These changes will take place September 1st motion made to accept the changes Eck/Handschke. Carried 7/0
Copy Machine update was given there is a call out to our current company looking for the cost to buy out our current machines. Brandon Buelow gave some information about a good copy machine that he uses. Director Werth will do some research on that machine to see if it fits our needs. We will be discussed this again at out next meeting.
The Annual Audit was completed by three commission members Eck, Beyer, and Buelow. They did a three-point check of the receipts, checks written and bank statements for the year 2020. There was one discrepancy noted, it was an expenditure that did not show up on the transaction list but did show up and the bank statement and profit and loss. It was determined to be a glitch in the quick books program. It did show up in all other reports ensuring proper totals of the funds spent for the budge year and its related reports.

President Beyer called the regular monthly meeting to Order at 6:03 pm. The Open Meeting Statement was read. Fire Chief Report was given by Chief Rosenau. There are currently 4 members going through the Fire office one class and 1 in the FF one class. One member has resigned and moved out of the area leaving the department with 20 members. Chef Rosenau received word that the Ford Chassis has been released and is waiting for shipping and should be here sometime in October. Once received he will work with EVS on the bed and other things that need to be done. The Annual hose testing will take place on September 22nd this will start at 3pm and should take approximately 5 hours to complete. The department will assist the high school with their homecoming bonfire on Monday September 27th and the parade on Friday October 1st. Fire prevention week and open house will be on October 2nd from 9am until 2pm and the fire station. The Department has been awarded the FEMA grant for new SCBA’s. There will be some demo that will take place from the Scott and Drager air pack companies and one from MSA that has already taken place. After the demos a side-by-side testing will be done on October 3rd. The current air packs will expire at the end of the year.
There have been 13 calls since last month’s meeting, bring the current total to 88 for 2021. 2020 ended with 88 calls. Current response time for our coverage area is 8.45 minutes and 24.05 minutes for MABAS, total for all calls is 11.82 minutes.
The new Fire inspection Ordinance was given to each municipality from President Beyer. It will need to be adopted by each municipality by December and signed by their town clerk and returned to the fire department.
Director Werth gave his report. He spoke briefly about the budget and the increases that will take place for the upcoming year. The new budget will be Presented at the November meeting. Director Werth stated that the Ambulance with Pomasal has arrived and is currently in Antigo. He stated the Premier Bank is will most likely be the financial institution that will be used to finalize the purchase. He also stated that the graphics that were looked at seemed busy and he is going to look at a few more before any final decisions are made.
Current runs for August were 51 brining the current year total to 323. Runs last year at this time were 248. Total runs for 2020 were 342.
Copy Machine update was given. The Department has purchased 2 new copiers. This will save the department around 600 in the first year and we will no longer be under contract with MBM.
